Present: Susan Brynteson (U Del); Charles Lowry (UMD); Nancy Gwinn (SIL); Eleanore Frierson (representing Peter Young, NAL); Jack Siggins (GWU); Mod Mekkawi (HU), President.
Absent: Winston Tabb (JHU); Beacher Wiggins (LC).
Meeting was called to order at 9:45 am
1. Minutes of September 26, 2003 were reviewed and approved.
2. CIRLA Fellows Program —Artemis Kirk distributed a detailled information package and gave the following highlights:
- Very enthusiatic reception at the December 3 meeting at ARL, with representatives from all CIRLA institutions.
- The 2 groups of CIRLA fellows were described.
- Some CIRLA libraries have committed 1-year professional positions for the program; others may hire fellows on contract in absence of a vacant position. Others are unable to identify funding at this time.
- Most of the funds will be expended within 2 years.
- We need 13 positions for post MLS training.
- We plan to start the program in April 2004.
- Our first responsibility is to recruit 7 persons from outside CIRLA.
- Fellows are not obligated to work in CIRLA beyond the 1-year post MLS placement in a CIRLA library, although we want them to work for us. It's understood that it will be difficult to see them go elsewhere following training. However, demographic studies show that over 60% of MLS graduates stay close to where they studied.
- This is a pilot program for others to learn from.
- What roles are expected of CIRLA's director for this program? Jack & Mod will do some marketing at library schools, including distance learning.
- ARL will train and provide mentoring
- Concerning group meetings, much may be accomplished virtually.
- CIRLA agreed to pay $2,825 to support the program, and $2,500/year for a corresponding web site.
- We want every student to receive the same core foundation.
- GU issued a Press Release announcing the IMLS CIRLA Fellows grant.
3. CIRLA Website —Mod Mekkawi will present a remake of the CIRLA Web site, for consideration by the Board at the March meeting at Georgetown.
4. Elsevier —Consortial arrangements are possible with multi-year contracts only. UDel has an individual comprehensive agreement. GU and GWU have 3-year contracts. JHU plans to go with the Limited Collection.
UMD decided for the Limited Collection, adding and cancelling titles as it wishes. It is negotiating a 3-year contract for the Maryland Digital Library, providing for full access to a unique title list, while promising to maintain 2003 subscriptions. There is a Content fee (11.6% of its base collection plus price increase) and an access fee ($17,000), or 10% discount for e-journals only.
5. ILL Statistics —Annual compilation and tabulation of CIRLA ILL statistics will be resumed. Mod Mekkawi will convene the ILL Committee to review performance and reconnect.
6. Next CIRLA Meeting —Following consultations, the next meeting of the CIRLA Board was set for Friday, March 26 at Georgetown University, Lauinger Library, beginning with refreshments at 9:00 am.
